What We Do
VDEC is a Civil/Transportation engineering firm established in October 2017, providing professional consulting and contracting services in transportation engineering. Our expertise is in Traffic Engineering Studies, Minor Highway and Geometric Design, Traffic Engineering and Temporary Traffic Control (TTC) design services. Services within our expertise are in major, most complex, and/or innovative highway and/or geometric improvement projects and rehabilitation and maintenance of roadways, bridges, and parking facilities, which includes the preparation of plans, specifications, and estimates, ensuring they are designed in conformance with all Federal/State standards, regulations, and policies (MUTCD, AASHTO, Book of Standards, FDOT Book of Standards, PROWA, etc.) and that the project is with-in budget, on-schedule, and provide Quality Control (QC).
We are a minority women owned business, Disadvantaged Business Enterprise (DBE) certified and pre-qualified to perform Engineering work with the Florida Department of Transportation (FDOT). VDEC is also a Disadvantage Minority (DM), Disadvantaged Woman Business Enterprise (DWBE), and Small Business Enterprise (SBE) registered and qualified with the State of Florida, Hillsborough County, Pinellas County, City of Tampa and St. Petersburg.

Brigida Van Doornik, Professional Engineer (P.E.), and Transportation Professional Certification Board (P.T.O.E.), President and CEO holds a Degree in Master of Science in Transportation Engineering from University of Maryland and a bachelor’s in civil engineering from the University of Fumec in Belo Horizonte, Brazil. Work experience includes twenty years of experience at Maryland Department of Transportation (MDOT)/ State Highway Administration (SHA) as a Transportation Design Engineer. Licensed in Florida, Maryland and West Virginia.

He is a graduate of the University of Massachusetts, Georgetown University and the Air War College. He has served in 3 tours in combat zones, Iraq (2) and Afghanistan. His awards include the Legion of Merit, 3 Air Medals, 2 Defense Meritorious Service Medals, Joint Service Commendation Medal, Combat Readiness Medal and others.
